| Bing indexing non seo version of URL

So I have an inner page that does well in google. I checked it in bing and realized that page is not even indexed in there. the seo version of the URL which has all the backlinks to it is something like www.website.com/create-widget.html
but the actual URL is www.website.com/index.php?cp=create
which is an exact copy of the seo URL, same title tags, meta desc etc. In bing, however as the title tag it lists www.website.com and not even the actual title tag. I wouldnt mind if it would at least index it with the proper tags but its not.
What should I do about this? Use canonical tag? I dont know why bing would index this version especially since the the seo version has all the links going to it. I dont know where bing found this url while spidering my site, if I knew i would correct it.
