I'm sure like all else, Bing will take some time to "mature". The important thing for us "webmasters" is to be there before and when that maturity begins to become significant instead of waiting to get onboard until its already taken off.
I was reminiscing with a friend the other day about the Launch of the XBox. Everybody said Microsoft was stupid for going into a "saturated market" with several large players with decades of experience. Microsoft's answer was "we'll just spend 1 Billion on advertising and promotion" (which in the late 90's was even more than it is today). Now where does the XBox rank amoung consoles?
I see Bing the same way. Yah, its started much later than others. Their index base is smaller and their logic is a little behind. But if anybody can bankroll the bill to play catch-up it's Microsoft! I'm sure in a year or two we'll all be valuing our Bing and Google SERPs equally.
