Are you using the Bing Toolbox?
[bing.com...] Frome there you can add a site, submit your sitemap, get a Bing AppID, or go to Bing's PowerToys. I haven't seen or used a submit url facility for some time. It brings back memories of the old times.

They have added a ton of new tools for webmasters... I just found one (Sitemap ping service) that is great for when you update your sitemap.. You can ping the crawler to re-visit the xml -------
