Win 8.1 ships with the Metro and desktop versions. You use the one your using depending on the interface so, if you leave Metro and go to the desktop, your tabs and so on won't be there.

How much you want to bet they don't work alike either.

I try to stay away from Metro apps in my daily PC use. I can't remember the last time I had one open. However that must be confusing to tablet and touch laptops where you might have the excuse to use one or the other.
