Google has updated PageSpeed Insights and added additional recommendations for mobile usability....

Making your site more mobile-friendly with PageSpeed Insights
Monday, May 19, 2014

We know the average mobile page takes more than 7 seconds to load, and by using the PageSpeed Insights tool and following its speed recommendations, you can make your page load much faster.

Key recommendations are to...
- configure the viewport
- size your content to the viewport
- use legible font sizes
- make touchscreen tap targets large enough to use
- and avoid plug -ins.

I can foresee an eventual Panda-like quality algo for "outliers" at the bottom end (eg, sites much slower loading than the norm) as Matt Cutts discussed in this video....

Is page speed a more important factor for mobile sites?

Interesting that they're just now writing an article about it since I've been using it for many months.
