Concurrent connections limitation

I know that there's a limitation of 10 concurrent connections in XP Pro. But does it only apply to built-in IIS or any web server software installed, like Apache?
Please, if you also could provide a link to a MS document or a book or any kind of source for your answer. That's because on the Internet opinions vary and I want to find a definite answer.
