Automatic Email Signature on Exchange Server

Hi Guys,

We use exchange for our emails and we have about 50 users on the server.
Each user has their own signature which they set-up via outlook and all users must have a certain paragraph after their own signature (company policy).

My question is, is there a way of creating a default signature where the system admin can edit if and when needed and also so that the signature can not be edited by any user but the signature always appears at the bottom of any email sent, replied or forwarded.

Any thoughts / help would be appreciated.
