How on earth do i change one file to 755

I cant seem to figure this out...i need to change one file to 755 from its current 644 and you cant do it thru ftp(windows server thing) ? what can be done to change this one attribute?

what ftp program did you use?

filezilla but it doesnt matter what FTP client is used from what i have researched as windows server does not allow chmod commands
I actually resolved it by downloading chmod win ...lets you know what sercurity settings to change on the server by putting the numeric value of the attributes you want the file and or folder to have.
