you have to write it in classic asp? or asp.net?
you need some tools.
for classic asp you dont need much except a notepad and IIS Server. For asp.net you will need something like Visual Studio.

Buy a text book, read it, chances are that you'll find all the starter questions answered there.
Only, 1 thing, classic asp still has its uses , infact, its remarkable how often one has to revert to it,,,
But, its obsolute, and asp.net has built in functions to do exactly what you've described, with classic asp, tis somewhat more difficult

asp.net is free if you go to www.asp.net website you can even download a free website development tool, Visual Web Developer 2005 Express Edition. This makes everything very easy.
