How and what type of script would i need to install to my site in order to geo target my visitors to say somthing to the fact "Is seeking represenatives in "Blank" (the city they are located in) I've seen sites that know where I'm from. How do they do that? And could I do?

Google has something called gears geolocation api. There are some other companies that offer an api for a fee.

There are many providers who will sell you an IP database or sell you a web service based around these, but the reliability depends on many factors (not least how well the country in question manages its IP allocation). We're just about to look into several possible solutions, but don't have a definitive answer for you.

We should not have to wait long for one of the big 3 to nail it though - Yahoo is trying hard with BOSS so they will want to offer more to attract search innovators; Google is likely to link functionality to maps etc; Microsoft will take longer as they have other things to worry about right now.
