Does anyone know how facebook figures out which users are in which city?

It doesn't require them to enter their address, zipcode or city anywhere. There is an optional field called "hometown" where people put their city name.

I'm trying to target a very specific region for a new local store I opened, and I'm wondering what others think of facebook's localized ads?

my guess is by IP address, like everybody else.
