This type of attack can be caused by numerous sources. The method you use to block the attack will depend on how it is being executed. If it is a single IP blocking the attack, you can block the IP via iptables or with a .htaccess file. If it is a distributed attack, there are other tools you can load into apache to help.

In some cases, even with these added tools, you may not be able to mitigate the attack without using some network level tools.

If it is a single IP blocking the attack, you can block the IP via iptables or with a .htaccess file.

It'd be best to use iptables; .htaccess would still cause a lot of load.
