I would just mention that if a site links out to other QUALITY sites they CAN be seen as an authority by google.

I've got a website that links out to the latest news article in my business sector daily. I do this every morning. Been doing it for the past 7 years (sounds time consuming right? its not because I use an editor based link publisher). My outlinks are in the thousands and my inlinks might be a few hundred from high quality relevant sites. I rank in the top ten for all of my keywords. No "bleeding" of pagerank or other issues here. MB is right when he says you have to rethink how you value a link. Does it benefit the end user's experience? (thats right out of G'd guidelines). If so link out and be linked to. If a quality low ranking site wants to link with you, get the link! Remember a new site with low metrics today is an established site with higher metrics tomorrow.
