How old are the links? How long have you had them?
many people say that it takes somewhere between six months and a year for the links to mature.
If the site is a truly authoritative site and well trusted by google, they might take effect quicker.

Hi Sorry for the late reply, the links i got are now more than 6 months old, and it has been an more than year that my site is not ranking in top 3 in Google, the website domain is more than 11 years Old, the site is developed in pure HTML and has passed the w3 html validation, i have cleared out every possible glitch to see if the site can ranks in top position......
I think the manual review process has taken place here..... for 24 Hrs my site did got in top 3rd position on Feb 2011 2 days before the launch of Panda

Ok, let's ask some questions:
Currently, what position is your site ranking for your desired keywrods?
Does it look like you started to rank well and then were hit by Panda? Are you currently trying to "escape" Panda?
You said the site is 11 years old. Did you buy it from someone?
(If yes) When did YOU buy it, and did all the registration data, google analytics, and google webmaster account info change when you bought it?
(If yes) How well did it rank before you bought it?
You mentioned, "the links i got are now more than 6 months old," what type of links are those? Are they comments in blogs, forum profiles, or other "spammy" link profiles? Or are they bought links that appear in content? Or are they freely given editorial links? Please be as specific as you can.
Please describe the content on your site in as much detail as you can, without using SPECIFIC KEYWORD TERMS. Is it all original well researched content? Is it mostly user generated content? Is it predominately all photos?
And have you checked that the content isn't posted on other sites around the internet?

probaly you need diversity in backlinks like blogs, blog comments profile links etc.
just one way of linking can not help you much instead it will raise flags in google that you are buying PR links

However many links you have you won't rank well if the content just isn't up to scratch for the keywords that you are checking.
Prime examples that I have seen in my field (music) are bands who don't mention location or genre so if you are a rock band in Freedonia you need to say that you are in Freedonia and play rock 'n' roll. If you don't all the links in the world won't make you rank for "rock band in Freedonia".
Get the content right and the link juice will give you an edge, get the content wrong and it is worthless.

Currently my site ranks at 5th position for my desired keyword, i started to rank well, mean my site was at 28th position and when i started to get backlinks from high PR sites by only doing the blog comments, within 22 days it junped from 28 to 13 th position and later in 20 days it jumped from 13th position to 7th position, and since then its has been more than a year now the site is flucuating between 5th and 7th position in google.
The domain i have not bought, its all mine. the doamin was not hosted for 10 years to 11 years, just now 2 years back i developed a website and used the domain.
The 90% links i had got were only from blog comments and 10% from profile links but took care that they were not looking spammy.
The content on the site is good mean as its ecommerce website all the content is related to the product description and its use, i myself have written the content and its unique and also site has more photos as its product selling website, but my competitetor also same structure of website.
The content is not posted on other sites, there is one site the content is posted but i only own that site and it ranks good in google and also the content i have changed as per the products.

There is one more site i had and it was related to finance, it had a very strange behavior, mean it used to rank in Google at 7th position for 10 days for the main keyword and for the rest of the 20 days it used to rank at 800th position and this happened for more than a years time, and recently past 6 months back i started to push that site too by commenting on blogs and getting high PR links, this worked for 5 months and mys sites was staying on the 7th position for 20 days and later for 10 days it was at 600th Position, so i continued to work on it and hoped that the site will ranking in 7th position for all time, but in past one month my site was not getting on the 7th position but it was on 800th position and now since 25 days it is removed from Google index, and non of the site data or url is displayed when i use the site: code, i believe that i got penalty, but why?

I try to get links from places that actually show up in the SERP's for many searches. (& forget about Pagerank.)There are online tools to check that, although not 100% accurate. This shows me that G values those sites to some degree.
A lot of higher (4+) PR sites don't rank for squat, links offered for sale and many directory links are examples of those.

Well, it is a little hard to say without seeing the sites.
As for the site that is ranking number 5 currently, there could be a couple of things; my first thought is that having links from blog comments and forum profiles:

I think that those kinds of links just might not have as much value. It might be that your competitors have GREAT backlinks. It might be that the content on their site is just more well liked by google than your content. As martinibuster said, google rankings are more than just who has the most links.
As for the finance site, the way you describe it, it is either a major technical error or it is an over optimization penalty of one kind or another (either too many over optimized links, or just overly optimized text).

You are right. It does sound like something other than backlinks or content being the issue. Unfortunately, I don't know what that something else might be though.

This is strange isn't it, this gives us one more update about Google's algorithm, It also tracks the time frames for ranking certain websites are per their services.....

Actually, this is precisely one of the symptoms of websites that can happen when one uses strictly blog comments and forums to power links.
I have seen websites, even within the last year, drop from position 1-20 to position 700+.

I have a different say here. I have one site that jumps from 400+ to within 10 position only by blog commenting and profile linking and remains there from last Feb'11. But from 1st Feb this year, it came to 9th from 3rd and again at 2nd since 3 days.

Yes i agree cause my sites also jumped from 300 to 400th position to top ten position by these activities... But still don't know why the fluctuation is there and fluctuation was there even before i started these activities...
I guess Google only has the answer.......
