Hello

I run a polish job portal.
I'd like to do some SEO and acquire links.

I have an offer for permanent links on blogs.
However they are not relevant (different categories),
mostly in English (the portal is in polish) and the links would be in the <noscript> tag.

Would that help me in terms of SERPs and SEO?

in a word - NO

links need to be on theme & if your looking to boost traffic from Polish SEs they need to be other polish sites and in that language

what do you think about placing links in blog comments (polish blogs) ?
is this strategy effective?

Not viable if the links are no-followed.

Are you trying to acquire links on a budget of free or is there an actual budget for promoting the site?

as said this isn't the best route - why not contact the owners of these blogs and offer content for links - this way your submitting content onto there blog and your gaining a quality link - far better than comment spamming, but it really depends if your just looking for fast quality links or just spam
