directory links - all about # of outbound links on page?

I was wondering:

Does Google (or Bing) treat links from directory websites/pages as low quality links (that dont pass much link juice) in general?

Or do links from authoritative websites/directories, that select their outbound links very carefully still help...just as links from similar other websites that arent directories, but have a similar number of outbound links on their page/site?

Any (anecdotal) evidence?
