Sisters Site Linking to Original Domain

Dear Webmasters,

Hope you are doing well. Actually I'm working for a client who have more than 100 websites having different "domain.name" but logically and categorically they are same. He wants me to send links from these 100 domains to the original domain (business website/official). He has created a page which have two targeted keywords that reflects his nature of business. Further he has provided such free domain services to his client as value added service. He wants me to bring links from 100 websites to his professional business website. My question is that what best procedure google could admire if I do the following:

noindex, follow) >>> can give us benefit of many links pointing to official website, but it could be harm, if we use this meta just for getting links, (getting links in bulk in a short period could harm the website) what do you say about?

(index, nofollow) >>>> using this meta canít give us benefit, causing duplicate content issue.

(noinex, nofollow) >>>> this could only give us benefit of traffic.

I preferred to use (noindex, follow) meta to get the benefit of links pointing to his official website. What do you say about? any idea will be higly appreciated.

From what I understand heavy interlinking from many domains and websites you own can be penalized. If the domains are owned by different entities or differ in IP significantly this is ok, but in your case I'm not so sure this is the case.

With the recent changes in Google's PR algorithm and nofollow/dofollow algorithm, I am a big proponent of making all website links dofollow, after all all your links should point to something of value, so why block them?

Other factors to consider:
Link building velocity - don't add them all at once, do it gradually.
Site wide links - you might do better to add just a link or two from the extra sites instead of site-wide links in their footers.
