How to improve links to a new site?

I have a new site. I have been trying to make link exchange with other sites. But, no response at all, and I am rather frustrated.
How can I improve my site's popularity?

If you want links, try submit your site to directories. Lots of directories on internet these days, they all(most) accept new sites.

Welcome to WebmasterWorld. :)
You've come to the right place. We have perhaps the world's best library of information that has been built up for several years. Take advantage of the rich treasure trove of information (and don't forget to come up for air).

The library is great if you are frustrated and need new ideas, or need to learn what link development is all about. And don't forget to check the Link Development Charter for a glossary of terms, too. ;)

Obviously, it's not possible to distill the entire knowledge of link development in a single thread. However many of the library threads go a long way towards making you feel like NEO in the Matrix movie when Morpheus is shoving martial arts programs into NEO's mind.
