YouTube can match video duplicates now. The new system identifies pirated video on YouTube as it gets uploaded, but the system puts the onus on content owners to provide YouTube copies of the content first.

Not using quotes with these special operators (allintitle:, allinanchor: and allinurl:) should mean a higher number of results, and historically that has been the case. But more often than not right now, using quotes will return MORE results.
