might be there are some ppc engine service under different banner they running which is not linked to statcounter in public

statcounter could certainly compile data on keyword use across the sites that they monitor. Whether they can do so largely depends on their terms and conditions. Nonetheless, it is not possible that they have a bigger keyword database than Google, as: - In terms of web analytics, far more people use Google Analytics than statcounter - The majority of searches in many countries (with notable exceptions) are conducted at Google Google have more keyword data than anyone, I imagine.
