What is the ideal percentage for keyword density.

Does it vary from one, two, three and four keyword phrases.

And is it a sliding scale.

Is for example 5% to low and 10% to high.

Ideas welcomed.

Here is my rule:

For one word keywords I use 4% to 7%

But for multiple keyword phrases I go lower. For a four word phrase I may only go 2% or less.

It just isn't natural to have long phrases repeated many times.

It is always better to be too low than too high. Keep it as natural as possible.

Hope this helps...
