That's actually a good question. There are free trials of NoteTab and UltraEdit. You could try CoffeeCup Free FTP which has an editor, too. Otherwise I don't know of good completely free one.

Since you're posting in the Javascript forum, I think you mean an editor that can be integrated with your site? I've just implemented CKEditor on two sites and like it a lot so far. Found it quite easy to customize to my needs. Check out the developer's guide [docs.cksource.com]. It is distributed under the GPL, LGPL and MPL open source licenses, and also has a paid closed distribution license option.

I like YUI Rich Text Editor from yahoo. From what I could tell it is the best out there.
