| CSS Edit type utility for Windows

I was watching a Drupal theming video the other day and noticed the use of CSS Edit for Mac. Its ability to show real time changes to the site during CSS edits looks very appealing.
I use Windows and am wondering if there is a tool that acts similarly? I know that the Firefox plugin Firebug does this, but I'm looking for an offline editor that has this live capability.

I believe that TopStyle 4 will do this.

Second the vote for TopStyle. It will show you in the bottom of the screen.
