Personal Banner Theme Problem

I am using MS Frontpage and IE7. I have created a banner theme for my site and Frontpage adds a line in the Head as follows:-

<meta name="Microsoft Theme" content="rps-theme-2 1011, default">

The banner displays as I want but the problem I have is I want the banner to appear on the page first - and so I move the meta name line to the top with the other meta name lines that Frontpage creates - however Frontpage takes control on saving the page and moves it to the last line of the head code. This then means that most everything on the page is loaded before the banner (including image preloads) - which looks stupid.

What can I do to take control of Frontpage?
