Expression Web Publish Function

I've asked this question before, but I'm still not clear on it.

When you publish an Expression Web site (with no FP Extensions installed), does the publish function operate the same as the publish function in FP? IOW, does EW compare the files on the local machine with the files on the remote server, then publish only the "changed" files?

Or does EW simply ftp whatever files you select.

Under remote website properties/publishing/general you can select the behaviour you want.
