Two off-the-shop popular ones are Dreamweaver and FrontPage, though Microsoft has changed Fp to Expression Web for its new release. All would work, but it really depends on how much you want/are willing to spend, coupled with the over-all features you want.

I really like Dreamweaver. Very powerful, use of templates let's you update everything easily and quickly.
