Responsive website opens in MS Expressions unformatted

Please bear with me, as I am new. I have imported a responsive HTML 5 website template into MS expressions 4, and it is unformatted, as if it were an open office or word document. Is there something the MS expressions does not support, as it opens in Bluegriffin just fine.

Please advise.

I have, using Xampp....but the CSS files would not open, at lease I am getting files to open properly.

When I get more proficient at this stuff, I will ditch the WYSIWYG, but I am just to weak in my skills to full rely on this yet. Training bra.
