Multiple <nav> link blocks per page?

Not sure of the HTML 5 intent of <nav> tags. Are they used on all major link blocks? Multiple blocks per page?

Most sites I work on have a major second level link block. Do you use the <nav> tag on both the primary and secondary blocks so to have two nav blocks on the same page?

I have used it on sites with two major navigation blocks to no obvious negative effect.
