Setting Background Color for Flash Object
Hex value works but RGB value doesn't

I have two issues about including a flash button link after some text in a table
1) The following code works when I set the bg color to hex value

<object data="LinkButton-Details.swf" type="application/x-shockwave-flash" width="150" height="27">
<param name="movie" value="LinkButton-Details.swf" />
<param name="quality" value="high" />
<param name="bgcolor" value="#990033" />
<img src="Link Button-Party Details" width="150" height="27">
</object>

However, if I change the bg color to RGB value, the color does not show.Here's the code:
<object data="LinkButton-Details.swf" type="application/x-shockwave-flash" width="150" height="27">
<param name="movie" value="LinkButton-Details.swf" />
<param name="quality" value="high" />
<param name="bgcolor" value="rgb(153,0,51)" />
<img src="Link Button-Party Details" width="150" height="27">
</object>

2) In order to validate, I can't use param name="scale" value="exactfit" so how do I make the text of this flash button expand? And, if I wanted a black border around the flash button, how would I add that?

This flash button is not part of a CSS style sheet. Does it need to be to display the way I want? If so, how would the code be written?
