How to make an IE page always in front

Hi Need help here.
I have an IE page that is require to stay in front of all other stuff. include other IE page, excel ,words etc. I know there is a program call Tweak which which might do the trick but need to purchase the program.

Any other ways u guys know.
Pls help

There used to be a tweakUI which was free. I don't recall it being able to place IE always on top. But maybe it did, or could. I'm surprised, given M$ and all, that always-on-top isn't available from the menu, or from advanced options. And, being M$ and all, I wonder if it's possible, failing all else, to program the API directly with vbscript? Never tried, myself. VBA yes. But not in the browser.
