Hi, I am trying to make minipops ups when you scroll over any link on page. Like those things that display the content of the page it is linking to. I am not sure what it's called Any help would be apreaciated thanks,

You should use Javascript and onmouseover event.

You can use title="whatever" to get a simple version of this.
