Aye try that, or maybe holding down ctrl+command+option+shift as the application boots (on a mac). restores PS to default install. No totally sure but doing this might lose a few things like panel prefs/actions/selections/swatches etc - but you can save them off first. If on PC I'm sure there's an equivalent. If that doesn't work then a clean install might do it.

I got this problem before There is a reset button but I am not sure where is it. But re-install It will fixed also :)

Make sure you are not on "Background" Layer. If you are, double-click to Rename or make a copy Make sure "Auto-select" Layer is checked at top of window (Options Bar) Click on Black arrow (it's the Move tool icon) on Options bar, click on tiny triangle - Reset Tool.
