I presume your using photoshop?
In both cs2 (i think?) and cs3, you can use the transform tool to rotate the shape in that particular layer.
Ctrl+T (pc) or Cmd+T (mac) for the transform tool under default settings.

Are you looking for an arbitrary value of rotation, or flip and turn? Rotating any rectangle will do just that...and you'll end up with a larger image... edge wise. Still, that might also work because crop can then be applied to return to the rectangle.
All in all, I guess it depends on the image!
