Good web designer?
Where to find a good web designer?

Besides dozens of websites with freelancer, I still cannot find a good web designer.

Do you have any suggestions where to find a good freelance web designer or recommend one?

You can always post to the Commercial Exchange (under the forum index)and ask for references and/or resume.

The only reliable place I have ever found is from word of mouth. Talking to someone who has used a designer's services is the best way to really find out what they are capable of and how they are to work with.

A good designer, like any good business person, will be able to convince you of their greatness, whether they are good or not remains to be seen in the development process and of course in the final product.

Ask people you know who have sites you like to make a recommendation.

dont trust the portfolios, I had outsourced a work after seeing a persons website. (The website is showcased in one of the CSS Galleries)

Still the work is not finished and I have to complete the work inhouse.
