Just downloaded with IE9 :

Notifier Version: 5.7.6406.1642
Checked More>> and Options > Tools to install pagerank ; cache etc
Nothing ! has it moved again or is Google making it harder to find this info.

It mysteriously reappeared. This is perplexing ..... ah, it occurs when logged in to Google , disappears when logged out.
Is this new?
