Black hat "reverse-seo" hackers will try anything to knock down the competition when they can't compete on a level playing field.
It seems Google places listings are pretty easy to get marked as "Permanently Closed for Business"... and to prove how easy, someone marked the places listing for Google's own office as "closed" ;-)

Altering business information listings on the basis of 'votes' or 'clicks', anonymous or not...probably not a good idea.
