I recently recreated a new account Google Account and webmaster tools is not an option? Cant even find where to add it?

try going to the Webmaster Central [google.com] page and using your new account login.
i noticed if you create a gmail.com account you don't have the GWT option but if you create an account in google.com it's already on the My Account page by default.
weird...
