Hi Andiamo, This isn't actually that uncommon for new ads, especially if Google has little or no data on the destination URL. My experience is that the add _will_ still run - albeit with reduced frequency - whilst Google evaluates its various quality indicators, and once satisfied that the ad is relevant to the query it will start to run at full frequency.
