No ones Ads not showing up for keywords

I noticed today, that if you are logged out of your google account and search google, that there are either no ads for a keyword, or one add at the top and one on the side, and then some at the bottom. In other words the side ads were gone. Anyone else notice funcky add placement or no ads at all when "logged out" of your google account? I have checked this on google chrome browser.

I am seeing ads showing up at the bottom of the page, under the organic natural search, with nothing on the side or top. Very odd. This is if I am not logged into google. If I am logged into google the ads placements are usually normal. Traffic is down from paid search, maybe related to these placements.

I saw this for the last couple of weeks even when I was logged in. got so used to seeing ads down the side and having google products showing up with thumbnails it really looked odd.

I hope this is not by design.

On a separate issue, my adwords account has been stuck today. What I mean is that it has shown the same number of clicks for several hours. Anyone else notice their click statistics stuck today? I thought my clicks had dramatically dropped at first, but then checked my log files and see much higher traffic than what google reported in clicks today, so I think its just a glitch in their display.
