| YouTube Adwords "Views" Don't Match YouTube Views

Got an advertising campaign on YouTube through Adwords. As of this moment, I have 613 views on YouTube ... but my Adwords account has charged me for 1017.
Is this normal? I've emailed support, for all the good it will do. Does anyone know if there is a part on the Google website where it says "a view is not a view when ..."?

Maybe AdWords views only track views done via the campaign and not via normal search? I.e. only paid views?
