Google's tracking should pick that up and the advertiser shouldn't pay multiple times from the same IP.
Only Google knows the truth, of course.

I have tested that a few times and have not caught them double charging yet.. I think the TOS says no more than 1 click from the same IP in 24 hours. But to test all you need to do is use a term that noone will ever search for... Then click on it several times during the day and see how many clicks they record for that item.
Its a little more difficult if they show the clicks but do not charge for the extras... if any one ever really needs to set up that test let me know....

Google know everything. If you do multiple click with same IP. Google isn't deduct balance in your adwords account.
