Anybody using Product Listing Ads?

Is anyone using Product Listing Ads:

[google.com...]

Are they really only available on a CPA basis?

Does linking your Google AdWords account to your Merchant Center account enable them, or do you also need to create Product ad extensions for your campaigns?
