Slow Down on Ad Spend?

Bloody ridiculous - I am getting one every single month across the accounts I manage. It always says it's an exclusive offer...

Is this just a UK thing or is it a sign they are seeing a slow down in the spend of advertisers?

Can't imagine they are doing it from a purely customer-service point of view as they have never before been in customer service :|
