You are after a call tracking solution. If you do a search you'll find plenty of people offering this service. It's not too expensive either. For quite a low monthly fee you can get your unique number with included minutes.

As far as I know there isn't a simple solution without a 3rd party. I'm currently in discussions with someone who tracks down to KW level and reports back to AdWords on conversion stats. It tracks with javascript, cookies and dynamic phone numbers and then automatically generates a conversion to adwords. It's tracked in analytics as well. It's not simple, but it gives you a lot more data to go on.

if they called the number on your site (not in your ad), that click left the G cookie trail. so if you could get phone ordering people to visit a confirmation page somewhere, you can load the conversion snippet then. so your phone reps might ask them to visit a page, but they're on the phone, might not have access to the internet... you might send an email directing them to a page to complete their order, and load the snippet there. this can also be a way to make sure you have their email for order communications. so what can you offer them to get them to visit that page... perhaps their shipment's tracking info... just thinking out loud. :-)
