How long did you wait to see if it was reporting? Look at the bottom of you AdWords page. In small text it says "There is a 24-hour delay in conversion tracking reporting." Normally it does come up much faster than that, but you need to wait 24 hours before worrying. I find it also helps to run conversion tests on obscure and strange terms so that I know it was my click that the conversion came through on. As soon as I click it I pause the term so it doesn't display anymore.

Are you sending people off site for payment? If you view the page, do you see the Google mark on the page?

I have seen this occur when AdWords cannot determine the page which you have placed the code on. Have you manually modified the code? For example, are you using just the noscript part of the code in order to not require Javascript? Are you getting any conversions reported in the stats? If not, make sure that your code is within the body tags preferably right before the closing body tag.
