it's very hard to tell by this data. every time your keywords is eligable to participate in an ad auction it's CPC and QS are determined from scracth. You will have to specify the period of whic you've tested these changes.

Here is exactly what I noticed I have a QS of 4/10 with a CPC of 1.50 then I decided to get my keyword out of the keyword add group it was on and have it in an add group of his own ? ( meaning one keyword, one add ) What happened is that my QS went to 7 /10 with a CPC of 2.25 ( not that I haven't activated my adds yet ) it is just the score adwords editor gave me once I uploaded my changes ) So my question is still the same why did my CPC increase, I though that when QS increase CPC decreased or is it going to as I publish my add and really go live and start advertising ? what increased is not the CPC is the estimation for the 1 st page ...

Did your average CPC increase? Did you change the keyword bid during the transition? Did the CTR change with the new ad? Very curious.
