For any who use are were interested in using but didn't meet min. conversion requirements, AdWords just announced: We're excited to announce that the Conversion Optimizer is now available to many more campaigns. Any campaign using AdWords Conversion Tracking with at least 50 conversions in the last 30 days is now eligible to use the Conversion Optimizer. Additionally, thanks to improved technology, the Conversion Optimizer now delivers better performance overall.

Make sure to track the results ! It seems to overemphasize Content (which cannot be disabled while using Conversion Optimizer) 10 of 12 campaigns I tested did worse than before. Some Much worse.

can you set custom content bids with Conversion Optimizer?

I am currently running conversion optimizer with no content and having no issues. Maybe make sure you meet the guidelines even without content?
