Should I use the IP exclusion tool for geolocating?

I am trying to restrict my ads from being seen in a couple of cities, specifically because I am selling travel products to those cities, and have found that not many people want to travel to the cities they live in (but they seem to enjoy clicking on the ads!).

Anyway, is the IP exclusion tool the best way to get this done, or is there another simpler method?

If IP exclusion is the only way, what is the best way to determine the IP range for a particular city?

Any help is greatly appreciated!
