Hi,
Actually Iam unable to get even minimum CTR OF 1%, I have used all the methods, tricks and every thing what i can do but still iam not able to maximize clicks and conversions .
methods i have used:
keyword matching options, negative keywords, increased max cpc, running search query report, Google tools such as keyword and conversion optimizer, written good sales copy, perfect landing page, increased average position and many more methods i have followed.

what more i can do to increase clicks and conversion ratio, your views, suggestions are most welcome.

Consider revising the wording of your advert? Advertising copywriters get paid vast amounts of money for their skill at wording adverts, not without good reason!

That may be part of your problem. Are you using ad variations or are you actually changing out the ads and running one at a time?
sometimes patients is key. It takes time for your ad to move throughout the system so if you are changing the ad constantly (5-6 times a day) you’re not getting full delivery of your ad in the system.
Best practice would be to write 2-3 ads and let Google rotate them automatically. then let it run like that for a while, at least a week.

How competitive is your industry? How deep is your keyword list? Are you targeting multiple countries? Are you opted in to the Search network? How about the Content network? What is your average position for your primary keywords? Is there a significant difference in performance per match type on your primary keywords?

not only that, every time you change the ad, it loses it's history so can't build up trust.
