| CPC on adwords site targeting

it started of late in india and as soon as it did, i was among the few who got an opportunity. I was thrilled and started a new campaign straight off. Now after few weeks data, am depressed with this new CPC model in site targeting. The reasons - 15 clicks in 25 days and just 3 lakh impressions. CPM model used to give a min 100 clicks a day with impressions nearing a million. Seems google wants me to select all sites and try out the new CPC model. Has anyone tried out with a broader set of sites apart from selecting specific ones?
